Julius Caesar Watts, Jr. was born in Eufaula,
McIntosh County, Oklahoma on November 18, 1957. He graduated
from Eufaula High School in 1976 and earned a B.A. from
the University of Oklahoma where he played quarterback. He
played for the Canadian Football League (Ottawa Rough
Riders) before serving as a member of the Oklahoma
Corporation Commission from 1990-1995 and as
chairman from 1993-1995.
Watts
was first elected to represent the fourth district of
Oklahoma in the United States House of Representatives in
November 1994 with 52 percent of the vote. He won
re-election in 1996 with 58 percent, in 1998 with 62
percent, and in 2000 with 65 percent of the vote. He was
elected him to serve as the chairman of the House Republican
Conference, the fourth-highest position in the House, in
1998. He was re-elected as chairman in 2000. He
was not a candidate for re-election in 2002.
